Police and Crime Commissioners

The Police Reform and Social Responsibility Act 2011 sets out in law the reciprocal duty on PCCs and other Criminal Justice agencies to work together to provide an efficient and effective criminal justice system for police force areas. One way this works effectively is through Local Criminal Justice Boards (LCJBs).

By taking a leading role in local criminal justice system partnership arrangements, Norfolk and Suffolk PCCs are helping criminal justice partners and agencies become more visible in the local area and align and set priorities which address cross-cutting local issues.


Crown Prosecution Service

The Crown Prosecution Service (CPS) is the principal prosecuting agency in England and Wales. It provides charging advice to the police and prosecutes cases in magistrates' and crown courts.

His Majesty's Courts and Tribunal Service

HM Courts & Tribunals Service (HMCTS) is an agency of the Ministry of Justice. It uniquely operates as a partnership between the Lord Chancellor, the Lord Chief Justice and the Senior President of Tribunals.

The agency is responsible for the administration of the criminal, civil and family courts and tribunals in England and Wales and non-devolved tribunals in Scotland and Northern Ireland. It provides for a fair, efficient and effective justice system delivered by an independent judiciary.

Probation Service

The Probation Service is a statutory criminal justice service that carries out sentences given by the courts. They supervise offenders in custody and the community, while protecting the public.

They are responsible for sentence management in both England and Wales, along with Accredited Programmes, Unpaid Work, and
Structured Interventions.

HM Prison Service

HM Prison Service (HMPS) is responsible for holding prisoners securely, either while on remand before conviction or following sentence.

In addition to protecting the public by holding prisoners securely, HMPS is charged with reducing the risk of prisoners re-offending by delivering a range of interventions and programmes to address the issues that contribute to their offending behaviour.

Youth Offending Teams

Youth Offending Teams (YOTs) are multi-agency partnerships aiming to prevent offending by children and young people. This is achieved by working together with young people, their parents or carers, the victims of crime and other agencies or organisations, including the local community.

Victim Support

Police and Crime Commissioners are responsible for providing victim support services in their police force area and receive dedicated funding from the Ministry of Justice for that purpose.

Victim Support has been awarded a three-year contract across Norfolk and Suffolk to help victims of crime cope and recover from what they have experienced.

Victim Support is an independent charity that aims to help all victims and witnesses of crime. Its services are free of charge and completely confidential.

Victim Support works closely with the police and other criminal justice agencies, working on referrals from them, but you can contact Victim Support for help if you’ve been a victim of a crime, even if the crime has not been reported to the police.

Victim Support also runs the Witness Service in every criminal court, to help people who have been called as witnesses.

Community Safety Partnerships

Community Safety Partnerships (CSPs) are statutory bodies bringing together representatives of local authorities, the emergency services, health authorities, housing associations and other statutory and voluntary organisations to address crime and anti-social behaviour in your local community.
